A. Sidewalks shall be installed on both sides of a public street and in any special pedestrian way within new development except that in the case of Highway 95 and in industrial zoning districts, the Planning and Zoning Commission may waive or modify sidewalk requirements where the Planning and Zoning Commission finds that either:
1. Alternative pedestrian ways have been or will be provided; or
2. The pedestrian ways are not needed in the development.
