The following provisions apply in addition to the basic requirements of § 8.22.180 and § 8.22.190:
A. Fill, permanent structures or buildings, including residential structures, may be placed or erected in the Colorado River Floodway Fringe, provided, in the case of buildings, that the elevation of the lowest floor (including basements) is at least 1 foot above the Colorado River Base Flood Elevation.
B. Land may be filled, provided the top of the compacted fill shall at no point be below the Colorado River Base Flood Elevation for at least 25 feet beyond the limits of any structure erected or placed thereon.
