A. The classified service includes all regular employees whose positions have been authorized by the City Council, and have not been included in the unclassified or executive service.
1. It is the policy of the city that appointments, promotions and other employment decisions are based upon merit and ability, free of unlawful and political considerations.
2. Tenure of employees in the classified service is subject to satisfactory work performance, good behavior, necessity for the performance of work, the availability of funds, reductions in force, reorganization, reassignment and the decision to contract for services from agencies, consultants, and individuals.
B. All employees shall normally complete a probationary period as established for their job classification before joining the classified service. The Department Director may extend or waive an employee's probation.
C. Classified employees may appeal suspensions, disciplinary pay reductions, demotions, and dismissals.
D. All classified employees shall take the loyalty oath or affirmation as required by state law.
